Question: How does a pc tv tuner card work?

Does it catch waves from the air via antenna or does it receive signals through cable?

It can do either one. If you live in an area where you get good reception on several channels over the air, you can use a regular "rabbit ear " type indoor antenna. Otherwise, you would need to connect it to your cable to receive TV. It will work as well as your regular TV; it doesn't pick up TV signals through your Internet connection, if that's what you're asking.
